Seeking to restore public trust amid many controversies, the Delhi government on Thursday announced two major initiatives to woo students and the trading community in the Capital.
While the government decided to end ‘Licence Raj’ in the Capital, it also approved an education scheme to provide loans of up to 10 lakh to students in Delhi to pursue higher education.
In a Cabinet meeting chaired by Chief Minister Arvind Kejriwal on Wednesday, the government decided to revoke ‘Licence Raj’ that makes it mandatory to obtain multiple trade licences.
The Delhi government has constituted a two-member committee to review the licences needed for different activities and suggest revocation of unnecessary licences.
Deputy Chief Minister Manish Sisodia said the committee has been asked to submit its report by July 31. The government has decided to finish the process of annual renewal of all licences.
“Government wants to finish Licence Raj in Delhi. Small and big traders need different licences to do business which is a very difficult process for them. Besides, they also have to get their licences renewed annually from fire department, civic bodies and the government,” Sisodia said.
The two-member committee will be headed by Principal Secretary (Finance) SN Sahai with principal secretary (IT) as its member. “Getting licence from different departments is also a big source of corruption. The committee will review all types of licences needed to do business in the Capital.
It will also find out the actual need of licence. When we talk about ease of business, there is a dire need to finish Licence Raj,” he said. In another development, the government approved an education scheme under which loans of up to `10 lakh will be provided to students pursing higher education in Delhi.
Under the Higher Education Credit Guarantee Scheme, students would be provided loans without any collateral or third party guarantee or margin money.
There would be no processing charges for the same. Sisodia said students pursuing any skill development course or diploma or degree course after finishing the qualifying examination from any school and educational institution in Delhi are eligible for the scheme. The scheme will also be applicable for ITIs and polytechnic colleges.
In the run up to the last Assembly elections, the Aam Aadmi Party had promised that students, who wish to pursue any diploma or degree course after clearing the qualifying exam, will be given bank loans with the government standing as a guarantor. A senior official said repayment of loan will be in Equated Monthly Installments (EMIs) of 15 years.
The maximum interest rate would be lower than the normal education loans as offered by other banks.
